I figured that since things are still somewhat fresh in my mind I would put together a list of the specific sections and what I think should be included in them. This is not meant to be an all-inclusive guide or exhaustive instructions, but rather my own opinions.
I should also mention that though my proposal was scored well, I still don't know if it will be funded, especially given the current problems in congress with negotiating the federal budget.
